India's rice export policy: Exports open

No rice export restrictions in force. USDA expects record Indian exports of about 25 million tonnes in 2026/27 even with output down about 4.6%, and government stocks are around three times the buffer norm. The warning sign to watch is Indian retail rice prices: they have started rising on El Niño talk, and in July 2023 India banned exports when domestic prices rose, despite large stocks.

India is the world's largest rice exporter, with roughly 40% of global trade in recent years, so its export policy moves prices everywhere. It restricted broken rice in 2022 and banned non-basmati white rice exports in July 2023, and lifted those curbs in 2024 and 2025.

The Indian quotes here come from USDA, which publishes them a few months late. For direction in between, watch Thai and Vietnamese quotes and the policy status below.

What moves these prices

  • Export policy: bans, duties and minimum export prices have repeatedly reset world prices.
  • The monsoon, which waters most of the kharif (main) crop.
  • Government stocks and minimum support prices paid to farmers.
  • The rupee against the dollar.

How to read these numbers

FOB is the price loaded on a ship at the exporter's port, before freight and insurance. Most export prices are exporters' offers, not done deals. A tonne of paddy mills to roughly 0.6–0.7 t of rice.
